NHS England initially developed the CReST demand and capacity tool in 2014 with Healthcare Decisions Ltd to support with the planning and commissioning of children and young people’s mental health services.
Since 2019, the tool has been further developed on a web-based platform by NHS South, Central and West, based on user feedback and testing to ensure that users’ demand and capacity requirements are met for their pathways and services.

Remembering Steve Kingsbury
The development of the CYPMH modelling tool was supported by a range of system experts with many years’ of experience in delivery, planning, academia and commissioning. One colleague is worthy of note, Dr Steve Kingsbury, who sadly passed away in 2015. Steve was one of the key founders of the Choice and Partnership Approach (CAPA) which revolutionised the understanding and benefits of demand and capacity planning within CYPMHS. We want to thank and commend Dr Steve Kingsbury for his dedication, preservation, and appreciation of this work. Without his expertise and input, the CReST tool would not be around today.
